Effective today and pursuant to Governor Walz’s Emergency Executive Order 20-63, restaurants, bars, and establishments providing personal care services may reopen to the public and resume services in accordance with Executive Order 20-63 and certain DEED requirements. We covered the requirements for re-opening bars and restaurants last week. With regards to personal care services establishments, the following requirements must be followed:

1. Adopt and implement a COVID-19 Preparedness Plan.

2. Adhere to 6 feet of distance between persons, except when providing services.

3. Limit occupancy of any indoor space to no more than 25% of the normal occupant capacity as determined by the fire marshal.

4. Provide services by appointments only; no walk-ins allowed.

5. Require workers and customers to wear masks at all times. For services where the customer cannot wear a mask, the worker should add a face shield in addition to their mask.

6. Establish regular disinfection routine and train workers.

Establishments providing personal care services, include: tanning establishments, body art establishments, tattoo parlors,
piercing parlors, businesses offering massage therapy or similar
body work, spas, salons, nail salons, cosmetology salons,
esthetician salons, advanced practice esthetician salons, eyelash
salons, and barber shops.
